- Cook the Rotini pasta according to package instructions, then drain and set aside.
- In a large skillet, brown the ground beef over medium heat until fully cooked. Drain excess fat.
- Add chopped onion, bell pepper, corn, salsa, and taco seasoning to the skillet. Stir and cook for about 5 minutes.
- Reduce heat to low and add cream cheese and shredded cheddar cheese. Stir until melted and combined.
- Fold in the cooked pasta until well mixed. Season with garlic powder, onion powder, salt, and black pepper to taste.
- Serve hot, topped with additional shredded cheddar cheese if desired.
